How do I turn off pop up “Join This Apple TV” on my iPhone 14 Pro?

I'm having the same trouble getting incessant "Join This Apple TV" message usually after I unlock my phone; iPhone 16 running iOS 18.3.2. I have 4 Apple TVs in my home, but none are on when this occurs. I know my neighbors have Apple TVs that are also in-range and can't say if they are active. There is no indication on the message whiich Apple TV it requesting to join which is not helpful.

If I click connect I get a prompt for a 4 digit code. Since none of the Apple TVs in my home were on at the time I imagine that the 4 digit code popped up on my neighbor's Apple TV. Shouldn't iOS offer some way to prevent attempting to connect my accounts to someone else's TV?

What happens when you try to click on Connect ?
