Change Password is Grey on a Standard User and Admin can't change password

I'm running Monterey 12.7.6


I setup a user for my child. I want to change the password for him but the "change password" is grey even when signed as in as admin. When I sign into his user it still is grey although I unlock the admin controls. It seems I might have put the parental control on that doesn't allow changing the password but I don't know where to allow changing password. Any idea what to do?
