Apple Music For Artist Account Claimed by Another User

My Apple Music For Artist’ Account was claimed by another iCloud account. They are holding it hostage and despite a court order are fraudulently holding onto my Artist profile. I’ve tried to contact Apple Artist Support and can’t seem to get them to remove or ban the iCloud account. Who else can I contact or what do I need to ask Apple Artist Support specifically to get the issue escalated to the right department so I can get the iCloud account removed and reclaim my account. I’m unable to get access at all due to the person who’s illegally holding onto the account.
