You wanted tech meetups, and wanted to learn. 2600 is one potential option.
As for hacking, penetration testing is commonly performed, among other (entirely-legal) activities.
Apple too has related programs in this realm: https://security.apple.com/bounty/
Will your interests line up? Donno. Will you meet others interested in tech? Most assuredly, yes.
I think there are very few. The last time I searched, even the virtual ones often returned a 404 error.
This once-useful "find a group" page has been unchanged for 2-1/2 years:
https://www.appleusergroupresources.com/find-a-group/
Does not sound too encouraging.

Oh, wow. Haha. You really have to visit that page to truly appreciate the level of discouraging it conveys.
@TGold: I did find contact info for The Apple User Group Advisory Board. You could try reaching out to them directly…
from About the Team:
The Apple User Group Advisory Board is a diverse group of leaders chosen by Apple to provide feedback and to represent the user group community. UGAB members have also volunteered to organize and create extensive programs, events and resources that benefit the entire user group community.
Please share your input, ideas, questions, and concerns with the Board at ugab@me.com.
I’m living in the past when I was a member of a very active group in Nassau County on Long Island. I learned so much from those members.
Now the updates are rolling in faster than I can keep up.
I did find the very short list of MUGS still in existence but none of them is in Eastern PA.
Thanks for trying. 🫶🏻
See if the Pennsylvania are 2600 groups are interesting to you, and are active:
The schedule lists meetings in Philadelphia, Allentown, and Lancaster.
2600 tends toward technical, with interests and discussions that can include Apple and many other platforms, as well as telecom and other topics.
Happy to try to help. 🙃 I’ve learned a lot peer-to-peer too. Not about Apple per se, and not in an organized capacity, but I benefited a great deal from those in my circles willing to share their skillsets and I absolutely understand the value.
I figured my area probably had smthg along the lines of what you’re looking for, so using this assumption to get ideas, I dug around a bit and found a MUG. Their website was totally defunct but looks like the are actively meeting - they organize using Meetup (the app). This is a tool used to organize a lot (generally speaking) so you might find it worth exploring. (As with any service, please do read the privacy policy and consider the cost:benefit…as you’re probably well aware, there are always tradeoffs. My 2¢, fwiw.)
This might be a resource you’ve already explored, but I found this too: Locator List Private. It surfaced from a search engine query, so it is not ‘private’ in fact. Even the limited and fairly specific test query of ‘Philadelphia’ within group name pulled up 6 hits (all of which may very well all be defunct), but by broadening the search parameters and exercising some creativity, you *might* be able to uncover smthg active local to Eastern PA.
Last thought: If you don’t find an active group nearby, maybe you’re not alone in feeling there’s an unmet need. Consider using your regional subreddits to gauge interest, and perhaps, forming a new group. 🙂
Good luck!!
Yes, I tried that and the result was nothing. Literally.
