iCloud devices backups missing

I had my old iPhone SE backup was stored in my cloud for a while now, when the phone was returned to my work, i thought the back up can be downloaded in to an another phone. But suddenly that back up is missing. Any idea how do i get that backup which had contacts only stored in the phone.
