TouchID missing on App Store
At the confirm installation screen, sometimes the touchID appears, sometimes it does not appear. :/
How can I make it appear every time?

I had the same problem (just it was missing constantly) and was in contact with support for a long time - I couldn't load any apps (even free ones) because I had no verification option (due to missing Touch ID in the Auth popup).
What helped me:
System settings -> Apple Account -> Media and purchases -> Use Touch ID for purchases (disable switch, log out and log back in in App Store app) --> resulted in purchase possibility using Apple Account password
After that, I enabled Touch ID again in the same menu --> everything works fine. I didn't touch the settings for Touch ID & Password...
