How to fix Apple Intelligence download stuck at 100% on iPhone?

I've tried disabling and re-enabling Apple Intelligence and Siri to see if I could get that to work, along with several restarts. It was still stuck on the 100% before and after the Seqouia 15.3.1 update. What do I do?
