MacMini not communicating w/ PC using Migration Assistant

I recently purchased a refurbished MacMini M2 running Sequoia 15.2. My PC appears to perform flawlessly. The MacMini does not seem to understand the PC. The initial startup on the Mini is "hello" and all that. The only pathway into the Mini is to import data using MA. My PC required me to purchase a Bluetooth powered USB drive with Bluetooth Low Energy mode supported. Since the Mini seems not to mesh with the PC, is there a corresponding need to plug in an equivalent device into the Mini? If not, what is the method for the Mini to receive signals. Is it possible that the Mini was not properly prepared for resale?
