possible to make bootable USB of a OS older that the one currently running?

i want to install High sierra on an old laptop i use to run my laser. The wifi no longer works, i purchased a tp-link dongle that now no longer after upgrading my laptop OS (dongle only woks to 10.13 no more updates) i have since stripped the hardrive and i am unable to find a way to just make a startup disk/usb of a previous OS. is my only option to get a firewire? i need an older os to even attempt to install.

You could download the oldest OS with internet recovery on a mid-2011 Mac or later, and then upgrade it to High Sierra, clone it, and then clone to the computer that needs it.

Internet Recovery, command-option-shift-R on boot on those Macs that are Intel loads the oldest OS supported by the Mac.

You can't otherwise install an older OS from a new OS. And you can't install High Sierra on a Mac newer than Mojave's release.
