I have tried to use Journal on the iPhone but its so hard to type, you cannot add photos within the text, now on 18.3 and still missing, have tried loads and all are very limiting, from watching youtube videos the apple journal app looked perfect even went out and bought a new ipad with a pen to take advantage of it but now gutted, where is it?
Apple's Journal App, introduced with iOS 17.2, is currently only available for iPhone.
An equivalent App has not been released for iPad/iPadOS.

there is no journal app for iPad
if there will be one one day it's hard to say
if enough people request it Feedback - Journal - Apple
then maybe they will make it
