As we are all Apple users, like yourself, in the community, unless someone with te same issue answers you here, we have no way of knowing. ie: We have no access to the feedback Apple receives on issues.

Am no expert in this area, yet your post deserves some response;
Wondering why you keep dragging the window to the bottom of the screen if that's what happens.
Apple Support's iOS18 methods for using Zoom may help, or can help to adjust settings if needed:
Zoom in on the iPhone screen - Apple Support
Eg: says you can:
"Move the Zoom lens: (Window Zoom) Drag the handle at the bottom of the Zoom lens."
or
If needed: Have you tried updating the iPhone and iPad to the newest iOS and iPad OS 18.3 to see if that helps.

or
Sometimes restarting your iPhone and iPad can help restore order if something is not working as expected.
