Can't get to Choose Library (holding Shift down doesn't work)

I've installed iTunes 12.10.11.2 on a new Windows 11 PC. I've copied over my media files, but I can't get the new iTunes to show my playlists, etc.

Most of the advice I've found online says to hold down Shift when opening iTunes to get Choose Library. That's not working for me.

Any other way to get there?

Press and hold down shift as you click the iTunes link to open it. Keep holding shift down until you get the Choose/Create Library prompt. If iTunes opens normally close it and try again.

See also Move your iTunes library to a new computer - Apple Community. iTunes 12.10.11.2 is an older build. Were you using that on your previous machine? iTunes libraries are forward compatible. You can open a library created by an older build of iTunes with a newer version, but not vice versa.

Oh my god, it worked this time! I don't know what's different, but you're magic. Thank you.

And yes, this is the build I was using on my earlier machine. I had initially tried a newer version, but then uninstalled that and installed this older version just in case that'd make a difference (I thought maybe they'd deprecated the Choose Library prompt or something like that).
