Can't boot into safe mode in macOS El Capitan on 2013 Mac Pro

Can't boot into safe mode, can't option boot to choose startup drive. Changed keyboard (both Apple) with no joy. Screen stays black with no noise from hard drive. Can boot into recovery. Can anybody here suggest a course of action?

Thanks.

A 2013 Mac Pro has no hard drive so it would be abnormal to hear anything from it. Flash storage can be audible but it is barely perceptible.

The course of action I recommend would be to attempt booting from another device. If you don't have one, then get a hard disk drive or SSD, boot Recovery, format that device, reinstall El Cap on it (or whatever Recovery will offer) and boot from it. Then, you can pursue replacing that Mac's internal storage if you think it's worthwhile.

Are those hard disk drives? If so they must be external since a 2013 Mac Pro has no "hard drives". It cannot even accommodate them since it uses proprietary PCIe-channel flash storage. In fact nothing internal to that model can be altered, other than RAM.

Since they may be contributing factors, to advance troubleshooting please disconnect those external hard disk drives.

Can anybody here suggest a course of action?

Please begin with correctly identifying the model you have.
