The website you visit is paid to show you those advertisements. They can craft the website to make it appear similar to a pop up, but that is built into their website design and not a pop up window that gets blocked by Safari.
What site are you on when the pop up occurs?
Note: I put "DOT" in the address so as not to link to it....
Check your Safari Settings to see what its start page is set to.
Change it to Blank Page at least as a test to see if it still happens. If it does (even with 'blank page' set) then you have some malware on your system that is overriding Safari's settings.
I have tentatively identified the source of the problem. In each and every case these windows in Safari popped up, I had opened and was using the 'WORDS WITH FRIENDS" game application.
I deleted Words with Friends, and since then, no pop-up web pages on Safari have occurred. I'll hold of several days claiming this is the solution. I am done with the Words with Friends app.
I didn't visit a website. This pops up when I start Safari.
Navigate to a different site such as apple.com, then close Safari. Safari opens to the last page that was showing, so closing it with that on it will just open it back to the same page.
