DPD with 1.2/5 stars on review.io

Can someone tell me why a brand like Apple is using a DPD service that has 1.2 stars on review.io

Is this the service acceptable for a brand like Apple?

Personally I'll never buy again any apple products from apple directly, if that was the goal, you nailed it.

You're not communicating with Apple when you post in the Community. Apple support or customer services representatives do not participate in these forums. We're all just fellow users, helping out as we have time and knowledge to share. If you wish to provide feedback to Apple, you can do so here:

As to why Apple uses any specific vendor of any type, no one here can say nor can Apple Support. They can, however, possibly help you at least somewhat with delivery problems.
