iPhone 15 camera and flashlight not working consistently

I am having consistent issues with my camera app not working, and my flashlight not working.

camera works on other apps, so does the flash.

I have an iPhone 15, it is up to date on software updates, and I have restarted my phone/closed apps etc.

is this a software issue anyone else is having?
