Unable to turn on my iPad location
My Apple iPad wont let me turn on my location for sending to friends and family.

Perhaps your iPad has restrictions applied - as is commonplace for devices that are centrally managed by an Educational Establishment or Business/Enterprise. If your iPad is managed by a school or business, you will need to seek assistance from the IT Administrator that manages your iPad.
Another potential reason may be any Parental Controls or ScreenTime restrictions that may have been configured for your iPad. If applicable, you may need to talk to whoever set this type of restriction.
