Why is my iPhone 13 not showing music from iTunes?

I just replaced my iphone. I've always been able to see the music on my iphone, but with the new phone (13) nothing shows up and I get an unknow error when I try to sync, or it syncs super quickly.

I've got the same account signed in on my PC and the iphone. I've got the sync library enabled. I'm at a loss.

Also now I can't add music from my library to my iphone. When I right click no add to device shows up and add to device is greyed out in itunes as well.

See Authorization vs. association - Apple Community. Check your associated devices count. If you already have 10 you might need to remove one of them before a new device can become associated, which is required for sync library to work.

OK, not that then. When you have an Apple Music or iTunes Match subscription you would typically Use Sync Library with your Apple Music subscription - Apple Support to get music to the device over the air rather than adding it via iTunes. You might try turning Sync Library off and on again, or sign out of you Apple ID for music then sign in again.

I have only 4 devices associated with my account.

It's odd because it worked before, also I see now the music on my iphone is partially greyed out, says I need to sync the librrary.
