I am working on large file that contains text and pictures throughout the file. Is there a way to lock a page against shifting when I am satisfied with it? I know I can lock the pictures, but the text shifts on prior pages when I am adding new text or pictures later in the file.

What you want to do with the current word-processing format document is not possible. Text flows when displaced by objects and there is no locking the text layer.
If you were acutely patient and starting a new document, you could put the text in linked text boxes among the images. Scale to taste. Then you could lock the text boxes and images and then it would be a fitment issue of text boxes and images. Everything could be locked and would not leave the page.
