I have a 16 plus. have just updated to 18.3.1 and now when trying to request new song on Spotify in car Siri tells me ‘I cant show you that while driving’ Anyone know how to fix this?

It may be an Issues with CarPlay:
Hardware Issues from Using USB for CarPlay:
There will be nothing damaged in the iOS by using a hardwired connection. I would recommend using rough type of cover for the USB cable --one that is fabric.

Re-Pair the Device:
Not sure. Use Forget this Device on your car's stereo, and then add it back.
