Troubleshooting Disappearing Contacts:

A. Re-Enable Contacts in iCloud:

Is Contacts enabled in iCloud on your iPhone's settings? If not, then enable it, seeing if they all come back. If so, then disabled it, and then enable it, seeing if they all come back. 

On the iPhone:

1. Go to: Settings
2. Tap: Your Name (Top Item)
3. Tap: iCloud
4. Tap: Contacts (so that it is green in-color)

B. Report this to Apple:

Do your Part: Provide Apple with feedback on this, letting them know about this issue.  Apple may not get back to you directly, but the more feedback they receive on this, the more they will know what is occurring, and what bug fixes to include in updates to come. Apple will know nothing of your issue if you don't report it to them.

1. Go Here: Feedback - iPhone - Apple
2. Select: "Bug Report" for the "Feedback Type"
3. Comment: that this all began after installing an update. Include the URL of this thread.
4. Proceed from there as necessary

"Unfortunately the moderator retitled this inaccurately. The contacts have disappeared from device and icloud. I am trying to restore from a previous version on the data recovery page. That is what keeps locking up. But, I did report the bug! Thank you!"

Getting Contacts Back:

Wasn't aware of the retitle. As for it having disappeared from the device and iCloud, you'd have to import your contact from a Contact Card, or by recovering your device from a backup that contains these contacts.

I’m having the same issue - thought I was losing my mind! Wish I could help, but I can’t. I’ve just been manually re-adding all lost contacts.
