damaged previous phone. Purchased a new one and icloud storage was full so ive lost a lot of my photos that were saved to the device. Is there any way to retrieve them?

If you want a second opinion, Bob Timmons is absolutely correct. If they weren't backed and the device they were on is broken, there is no where to get them back from. Backups MUST happen before catastrophe strikes. Make sure you upgrade your iCloud Storage plan for your new iPhone.

The value of backups is only known when you need them. Without access to the device or a backup, then those photos are lost.
