“A” dot in Books doesn’t drop menu.

The “A” circle dot icon does z t drop down. Can’t select anything. Leaves only a smudging that can’t be erased. Can’t erase because the menu does drop . 3 more updates hasn’t fixed it. How can I get DOT to drop the menu?
