Unable to fix missing wallpaper and fuzzy geometrics on iPhone lock screen

I can see my wallpaper in settings, but then see just black on the Lock Screen, and fuzzy geometrics behind my apps. Tried restarting, hard reset, and changing wallpapers in settings. No luck; wallpaper appeared for a couple seconds behind my apps, then went back to “fuzzy geometrics”
