Your link got mangled, but I suspect you are referring to advice I gave here: What's the difference between the music i… - Apple Community. Note this was for a Mac user so a few details like the slash/backslash directions will be different.
The iTunes consolidate feature leaves the originals in place so if you followed the steps that I gave you would potentially still see files inside the iTunes Music folder, but all files referenced by the library should be inside iTunes Media. Music is normally placed inside iTunes Media/Music to separate it from other media types with iTunes Media being the media folder location.
An alternative to consolidating is to use a script such as ConsolidateByMoving which moves the files and updates the location entries in the library to avoid the need for temporarily duplicating all of the files. Without knowing which steps you've complete I don't know if that option would still be useful.
