How do I fix missing contact suggestions when sharing on new iPhone?

I just ugdraded to a new iPhone and when I go to share things none of my usual Messages contacts are suggested. It's been a week and none of the people I share things with have appeared. I still see suggestions for WhatsApp and Snapchat contacts from long ago, but none for Messages.

I have already gone to Settings->Apple Intelligence & Siri and turned on all of the suggestions options, including Allow Notifications and Show When Sharing.

Thanks for that. It is a personal phone but I do have a corporate Configuration Profile installed for WiFi access.

I removed the profile and rebooted but the problem persisted. So I reinstalled it.

Can you tell me more about this interaction and how Configuration Profiles can affect contact suggestions, so I can pass this along to IT?

Is this your corporate iPhone? Then please contact the system administrator of your corporate
If it is your personal device, in that case, do you have any profile installed by your corporate/organisation/enterprise/School Management?
1. Erase the profile added by you If you have installed a profile on your own --> Install or remove configuration profiles on iPhone - Apple ...
2. Or please contact the system administrator of the organisation who provided the profile to you

After discussing with IT, they are all but certain this is not the issue. The certificate I'm using should not have any effect on Contact Suggestions on my personal phone.

It does not appear to be a Configuration Profile issue: removing the only such profile does not resolve the problem, and that profile is not expected to cause this behavior, besides.
