I got an iPad air last month, and I think I made the wrong choice choosing the 128GB. Can I get it exchanged for a 256GB(by obviously paying the additional price)??

As per Apple return policy, you had 14 days (from the date of purchase) to return it and ask for a full refund.
But since that time has passed, you can trade it in with Apple, using these instructions:--> Apple Trade In , or try to sell it on your own and add the money to buy a different model.

note that the 14-day return period only applies to products bought directly from Apple, either at a physical Apple retail store or Apple's online store.
For any other seller, only the seller's return policy applies.
