I have a 14+ phone and am on 17.1.2 and would like to update to 17.7 and not 18. When I go to the update page on my phone, it only has 18.3 and no option for 17.7. Why can’t I update to 17.7?

Because iOS iOS 17.7 is no longer being signed. That window sailed a while ago. If you want to update you'll have to update to the current iOS 18.3 version. Not doing so, puts your device at risk of many many exploits updates have patched since the last time you updated.
