I am having the exact same issue. Just started a few days ago. I can’t find any answers on any forums.

I just started having problems yesterday syncing Notes between my Mac, iPhone and iPad. The Mac has the most recent notes but they are not showing up on my iPhone or iPad. So I logged into iCloud and the most recent notes are not there. This is a major problem for me. All devices are updated with the most recent iOs. Again, this is a new problem that just started last night.

I waited for a day to see if the issue would resolve itself. When it did not, I shut down all 3 of my devices and then powered up the Mac first. When I powered on the iPhone and iPad, they both had access to the latest notes on my Mac.
