iTunes will normally display a connected iPad, provided you trust the computer when asked. This assumes you haven't installed any of Apple Music for Windows, Apple Devices for Windows, or Apple TV for Windows, each of which suppress the normal operation of iTunes and limit it to working with audiobooks and podcasts. If you don't see your device in iTunes try iOS device not showing in iTunes for Windows - Apple Community.
