Stop Safari from going full screen

Lately Safari has been going full-screen whenever I touch the menu bar area to move the window. I can use the Green dot to re-size it to half-screen, but then moving it triggers full screen again. I am always moving my windows around, and never use full screen, so this is very annoying. How can I stop this behavior?

Refer to Tile windows on Mac - Apple Support.

I suspect you may be inadvertently moving that window to the top of the screen, causing the window to fill the screen. You can change that behavior: Change window tiling settings on Mac - Apple Support
