How can I block Control Centre access on iPad?

there is a glitch with parental controls for limits on instagram. My child is able to get around instagram time limit buy going into settings - control centre on her iPad. She turns on access within apps. When she closes settings and then brings up control centre from swipe screen it then allows her the access instagram unrestricted. Is there a way to stop this? Can changes to control centre be blocked by parental controls?
