Go to system settings > keyboard > text input > edit > all input sources and make sure you have only one item on the list, and the name of that item is US or ABC or British. Use the minus button at the bottom to remove everything else.

This will put @ on Shift 2. If you want " on Shift 2, then make your single input source "British PC" instead.
