How can I change my Apple Account country/region?

After you get the balance removed, follow the steps here for additional steps, such as:

• Cancel any subscriptions that block a country or region change, and wait until the end of the subscription period.
• Make sure that you have a payment method for your new country or region

Some people use a different Apple ID for purchases, so verify that you are using the password for the correct Apple ID by going to Settings > [name on top] > Media & Purchases. If there is a different Apple ID listed there, then you need to be using the password for that Apple ID.

You can also verify the Password by signing into iCloud.com. If you are still having trouble with the Password, then you will need to follow the steps to reset the Password.
