So to confirm, you are not using this iPhone in the US, are not running any VPNs, the app was downloaded from a Mexican-configured Apple Account, and the iPhone Apple Account is set to México?

Is your Apple Account set to México, or to Los EEUU? It needs to be set to México to allow access to TikTok.
