If you do not delete the app yourself, then it can either be deleted by:

  • Factory Reset
  • Turning on Optimized Storage, which directs apps to be offloaded when storage space becomes constrained.


So if you perform any update with Optimized Storage turned on and you do not have enough storage space to download the update, then apps will be offloaded to make room. That setting is not turned on by default, so that is something you would have to do yourself.

You are correct, offloading apps require them to be downloaded again from the App Store, which would not be possible if they are no longer available. This is only an issue when storage space is constrained and more space is needed. If a user has Optimized Storage turned on, then offloading apps to make room will happen automatically and they may find themselves in the same situation.
