Why does my Voicemail play when I let a call ring?

When I let a call play out, my own voicemail plays, if I hang up while the call is still ringing then someone else’s custom voicemail plays.

Why does my iPhone go straight to voicemail when calling a Pixel phone? Every time time I try to call my girlfriend on her pixel phone, it goes straight to voicemail. Every time she calls me the call comes in just fine. We don't have either one of us blocked on either phones. Restarting the phone does not help. Receiving voicemails when i never set up my voicemail on purpose ive never gotten voicemails because i never set up my voicemail on purpose, now all of a sudden people are able to leave me voicemails. Why? And then every person i have call my phone in my presence isn’t given the option to leave a voicemail, so how am i getting voicemail notifications?

I saw that earlier but I’m within the carrier’s range when this happens, & the voicemail I set does work but only if I leave the received call to ring out.
