My Apple TV is used as the Home Hub but will not finish syncing with iCloud, how can I rectify this

Apple TV can't join HomeKit. Stuck at "Syncing to iCloud" I just upgraded TVos to 16.5 on my ATV 4 HD. Now it won’t connect to HomeKit. It finds the home but selecting the room it just gets stuck at ‘syncing to iCloud’? I’ve logged out and back into iCloud. Unplugged and replugged the power. It says the syncing could take a while but it's been over 24 hours. Any suggestions besides resetting to factory defaults and starting over. I don't want to lose all the automations I have set up.

Trying to sign up to apple TV on an LG CX TV, but it always fails saying "connection not available". I am trying to subscribe to apple TV on my Windows PC (I hav no apple devices) account all setup. I installed itunes on my android phone because it wouldn't complete registration without sigining into itunes. I get to the "Authentication required" screen on the TV and click continue and get a screen saying "Connection not available There were errors completing your action.Wait a moment then try again" I've have tried a few times over the past 4 hours and always the same The TV has appeared in my devices list, in my account details. I tried removing it and starting again, but end up with the same message
