Unable to create stickers on iPhone 14

Hello, I recently got an iPhone 14 and I want to make stickers to use in messages but it won't let me create them.

I tap and hold on the image, it highlights what I want, and I press "Add Sticker" but nothing happens. And then from the sticker menu, if I click "New Sticker" and choose an image, it will show the new "sticker" hovering over the text in the menu but it doesn't actually create the sticker.

I have the latest possible update, all my settings are set so nothing is preventing stickers from being made, and I've restarted my phone multiple times. Stickers worked perfectly on my iPhone SE but now they don't on my new phone. Why won't it let me create stickers
