A Contact has iPhoneSE 2020 with IOS 18.1.1
I can find them by 'device' on my iPhone SE 2020 18.2.1. Until recently they could be located as a person, but not anymore.
They have shared their location and in settings>find my>find my iPhone(on)>find my network is also on.
Any ideas?

A possibility:
An individual with multiple mobile devices selects which of their devices is used to report their personal location.
Perhaps their setting somehow became “unset”
This setting is in their device’s FindMy “Me” tab.
