My 13 inch MacBook Air. Can I run ChatGPT on this laptop?

Via the web, yes. Your MacBook Air isn't capable of running Apple Intelligence (or at least so I presume since it's apparently not capable of running anything later than Monterey) so you won't have ChatGPT integrated into macOS. OpenAI's app requires macOS 14 or later so it also won't run on your Mac.
