It is 100% illegal for Apple to distribute the App. No one here knows if or when this might change.

In the meantime, feel free to indulge your TikTok addiction by accessing the website using a browser of your choice.

Because there is a ban in effect on TikTok. If Apple and Google violated that they could face a hefty fine, some say as much as 850 billion dollars. No one knows when TikTok will be available for download again. While you may have heard statements from the president stating that TikTok will be unbanned, that has not been put into law yet. Only time will tell.
