Getin error code 0x800701AA when trying to open photos in Icloud. Times out while syncing. Some will open, others won't. It says uploading file but times out and gives me this error code

I am getting an error code "0x800701AA The cloud operation was not completed before the time-out period expired." This occurs when trying to copy photos from "iCloud Photos" to my PC. I am running windows 10
How do I copy photos from iCloud to my PC?
make sure that syncing with icloud photos is enabled and then plug your iphone with the wall charger and connected to wifi. Also, make sure to reset the location and time information in the settings to make sure that syncing is in line with the time and date. I've had an issue where a picture was in the files app in the recently deleted but refused to date giving me a 0x8xxxxxx error as well, and when I did the above 2 steps it worked for me. So, reset location and time and plug in your iphone with a wall charger and hope for the best
do you have enough space in icloud photos and on your PC ?
Yes I have win 11 and even paid for extra icloud storage. When I reinstalled icloud per Apple agent instructions several of my photos have boxes and goofy symbols and won't open.
