Last night I deleted TikTok and got it back however, this morning I woke up to find it was deleted again and would not pop up in my App Store. TikTok has since been unbanned and still will not let me download.

It is 100% illegal for Apple to distribute the App. No one here knows if or when this might change.
In the meantime, feel free to indulge your TikTok addiction by accessing the website using a browser of your choice.

It is illegal for Apple or Google to allow you to download or redownload the app. The fines placed on both Apple and Google do not apply to previous downloads, only current ones. Apple is simply following the law that was passed by Congress and upheld by the Supreme Court. To be fair, it is not available on the Google Play store either.
For now, that just leaves you with accessing TikTok on the web using Safari. The days are counting down for ByteDance to divest to a US company even for that and there are about 63 days left. Currently that has not happened and there is no guarantee it will.
