iPhone 13 Pro Max stuck on 'unable to activate' after update

The issue started when I wasn't able to use my cellular data. I noticed that I needed to update my 13PM to the newest IOS, so I attempted to do just that. My phone then was stuck on a "Verifying" screen for an extended period of time while Apple Servers were stable. I was able to restart my phone to get rid of the screen, but the issue persisted.


I then downloaded to Apple Diagnostic app to update my phone outside of settings, since it seemed that the issue was through the Settings app. The Apple Diagnostic app failed to update my phone, but I have ITunes on my laptop. I attempt to update my phone through ITunes and Error 4000 popped up. I removed my passcode from my phone then made sure that the screen wouldn't power off from inactivity.


I tried to update through ITunes again only for Error 2009 to pop up. From what I read online, I was advised to do a factory reset on my phone, so I did while making sure I had my data backed up onto my ITunes. It all went smoothly until I tried to activate my 13PM, "Unable to activate, an update is required." Eventually, I was able to get the update (IOS 18.2), but it still cannot activate. I have tried to update it again and restore it multiple times, but nothing seems to work.


My ITunes keeps saying that it cannot detect my phone due to a SIM card issue now, but this is the same SIM card that I had been using prior to the issue starting and it is in the correct positioning in the SIM card tray. Can anyone help with this issue?
