How do I get a refund on my Apple Pay if sent to the wrong person and they seem to have took it and will not respond or refund. All the help I could get would be greatly appreciated.

This has nothing to do with Apple Pay and Apple Cash. They are two entirely separate products/services.
There really isn’t anything that can be done. Apple Cash is only meant to be used between family and friends. If you sent funds to someone you don’t know, that’s on you.
