iPhone storage still full after deleting photos

My partner’s iPhone 12 128GB storage is still full even after she deleted her photos. The Photos are the largest size consumed in her iPhone settings which is 96GB. She didn’t turned on iCloud so it won't add more storage to her photos. Her shared albums are somehow loading pictures if she opens it and we thought that maybe her shared albums are the reason why her Photos are large. Please help if there are solutions to fix this. Thank you

When you delete photos, they go to another folder in your Photos app called Recently Deleted, where they remain for up to 30 days to give you the opportunity to restore them if you want. If you really want the photos fully deleted, open the recently deleted photos and delete them there. Remember that once deleted, they are GONE, so if they aren't backed up anywhere, there is no way to retrieve them.
