When i first got this phone, i was able to add cards but i didn't because my card at the time was not compatible with apple pay. I got another card which is compatible (wise card). The problem is, i don’t see an option for me to add my cards. My system software is up to date.

The only way to test is to remove all VPN apps, delete the profile(s) and reset network settings. Please this path to delete VPN profiles,
iphone > Settings > General > scroll down > VPN & Device Management > delete all profiles. Then reset network settings.
Reset your network settings
If you're using iOS or iPadOS 15 or later, tap Settings > General > Transfer or Reset [Device] > Reset > Reset Network Settings.
If you're using iOS or iPadOS 14 or earlier, tap Settings > General > Reset > Reset Network Settings.
This also resets Wi-Fi networks and passwords, cellular settings, and VPN and APN settings that you've used before.

What app are you in, Settings or Apple Wallet? Do you use a VPN?
I tried going on settings AND apple wallet but both ends up with the same issue. I have a VPN but its not connected.
I did everything u said. I even reset everything but it came up with the same issue.
