iPhone stuck on verifying update after force restart

Hello apple , I’ve been trying to update my phone lately to the newest version of iOS and it was stocked on verifying update like over ten hours so I had to force restart the phone to access it but the update still didn’t complete

iPhone stock on verifying update when i tried updating to the newest version of iOS, i have no access to cellular so I really want to know what’s the problem to this
