Sorry, but your iPad9 fundamentally doesn't support Apple Intelligence. The only iPad models to support Apple Intelligence are the iPad mini (with A17 Pro) or iPad Pro models with an M-series (i.e. M1 or later) CPU. In addition to the minimum CPU requirements, Apple Intelligence features require an iPad to have 8GB RAM or greater.
Your iPad 9 has an A13 Bionic chipset and only 3GB RAM.

iPad Air 5, with M1 chip also supports Apple Intelligence.
So does the iPad mini with the A17 Pro processor. That's the only non M series processor I'm aware of that supports it in the iPad lineup.
The iPhone 15 Pro series also uses the A17 Pro and supports it as well.
iPhones with the A18 and A18 Pro processors support it, including the 16 and 16 pro series
only ipads with M1,2,4 can support apple intelligence
Lotus mentioned the iPad Mini with A17 processor. He just likely forgot to add iPad Air 5 with M1. That was the only reason I commented.
